Yamuna Manthan 050924: Changing parameters of Ken-Betwa Project needs fresh appraisal?

The controversial Ken-Betwa Interlinking project is undergoing several changes being proposed by central and state governments of UP and MP. Firstly, there are plans to build two new barrages at Pailani and Banda and renovate Beriyapur and Pariksha weirs and Barua Sagar dam apart from renovation of 15 dams and large ponds in Mahoba district. Then, the construction of a 21 km link channel will require 271 ha of forest land.

Similarly, the CM of MP has requested to increase irrigation capacity of Patne-Biarma Irrigation Scheme from 90,100 ha to 2,50,000 ha under the interlinking plan. On the other hand, the CM of UP has suggested inclusion of Hamirpur district in the plan.

DRP NB 020924: HYDRA to protect water bodies in Hyderabad – a landmark move?

The Hyderabad Disaster Response and Asset Monitoring and Protection Agency, or Hydra was established under GO 99, dated July 19 2024. A task the agency has taken up in all seriousness is protection of water bodies in the Hyderabad Capital Region (it includes 4 districts). To begin with it has started demolition of buildings illegally built inside the Full Tank Area (FTL) and Buffer area of the water bodies.

In July, Telangana Chief Minister Revanth Reddy replaced the Enforcement, Vigilance and Disaster Management (EVDM) wing of the government with Hydra, a body mandated to tackle illegal encroachment on water bodies in the Greater Hyderabad Municipal Corporation (GHMC) limits and surrounding areas. Its strength was upgraded from around 800 to 2,200 and its officials came directly under the principal secretary, municipal administration and urban development or the CM himself. “Hydra will also ensure the protection of water bodies in and around Hyderabad,” former EVDM commissioner and Hydra chief A V Ranganath said during its inception.

Yamuna Manthan 030424: DDA Continues to Destroy River Floodplains

In latest example proving Delhi Development Authority’s (DDA) utter failure in protecting Yamuna River floodplains from abuse and encroachment, a large part of floodplain land has been levelled by soil dumping thus raising it by several meters at Bela Estate farm near Shashtri Park Metro Depot. As per the reports, the DDA has allotted about 19.5 ha of floodplain to forest dept for compensatory plantation. The plantation work at the site like at most of the sites on Yamuna floodplain in Delhi has suffered damages during July 2023 floods. And the levelling at the Bela Estate site is being done in the name of protecting the compensatory plantation.

The site is among few remaining floodplain patches available for spread of flood waters. The floodplain area on western bank at the location is less and already developed. Due to natural gradient, the part of floodplain on eastern side undergoes periodic floods. The patch was under several feet floodwater in July 2023. The floodplain immediately downstream the site has already been encroached by the bridge road, metro depot and buildings. Hence, raising of floodplain here would not only reduce spread of flood waters but also hamper the groundwater recharge.

DRP NB 180324: Electoral Bonds disclosures confirm political economy of large dams

The Electoral bonds details now in public domain, thanks to the Supreme Court of India orders, has once again highlighted the political economy of large dams, hydropower projects and irrigation projects. It has once again confirmed what was publicly known that such large water projects involve kickbacks to political parties.

The details so far available involves companies like Megha Engineering, Rithwick Projects Pvt Ltd, Navayuga Engineering Company Ltd, among others. The projects so far that seems to be involved include Polavaram Dam, Kaleshwaram Lift Irrigation Project, Sunni Dam and Hydro projects, Kundah Pump Storage Hydropower project in Tamil Nadu and Silkyara Tunnel, almost all of them also involved in some kind of disaster or other.

DRP NB 290124: Wetlands and Human Wellbeing: So little reflected in wetlands governance

As the world approaches the World Wetlands Day on Feb 2, we notice a proliferation of news related to wetlands, but mostly bad news in this week’s DRP NB: Loktak lake in Manipur facing impact of inland waterways project, the Supreme Court having to intervene for the Futula lake in Nagpur, TN Govt telling NGT that 38% of Pallikaranai marshland is under encroachment, in Bangalore, NGT is asking for response from KSPCB and others regarding the lake buffer zone encroachment. There is also a lot of bad news about the worsening state of our rivers, including Ganga.

One piece of good news is that people have come out with their own plan for restoration of Ennore wetland in TN. In Assam, Maguri Motapung Bill is regaining biodiversity after earlier being polluted by oil spill, but that is only control of damage earlier. Similarly, while it is good news that SC has intervened to protect Futula lake in Nagpur, but the fact that the govt wanted to encroach on it in the name of “temporary” construction is not at all good news.

DRP NB 180923: Floodplain loss, the biggest in Asia, disaster in the making

A floodplain, according to the US Federal Emergency Management Agency, is “any land area susceptible to being inundated by floodwaters from any source”. According to the report “Human alterations of the global floodplains 1992–2019”, over 460,000 sqkms of floodplain area was lost to agriculture, while another 140,000 sqkms was redeveloped to new areas over the existing floodplain. Continent-wise, Asia lost the biggest area of floodplains — a little over 200,000 sqkms — among all the continents. It was followed by South America (92,000 sqkms) and Africa (73,000 sqkms).

At Pachnada (see the photo above, the river in Uttar Pradesh, photo by Poorva Goel), the Sindh River meets four other rivers- Yamuna, Chambal, Kunwari and Pahuj, in a rare spectacle. Over time, the gentle currents of these rivers have meandered and unloaded their sediment on the floodplains. The floodplains are lush with mustard and wheat fields, and the scrub slopes are dotted with grazing cattle.

DRP NB 270223: How much Pump Storage Hydro capacity is required in India?

On Feb 15, 2023, Union Ministry of Power issued draft guidelines for Pump Storage Projects, inviting comments from stakeholders in 15 days to the email id – hydro2-mop@gov.in. The guidelines say that more Pump Storage Projects (PSPs) are required in view of increasing solar and wind power capacity connected to the grid, to stabilize the grid, store the power to make it available during non-solar and non-wind power hours and for peaking power, reactive power, etc. It describes the PSP as “clean, green, safe, and non-explosive” and “environment friendly” option. No studies or basis are provided for this sweeping conclusion.

The comparison of Sentinel satellite images dated February 20, 2023 with images of September-October 2022 reveal large scale riverbed mining operations along Betwa river at multiple sites in Jhansi, Jaluan and Hamirpur districts. Indiscriminate mining of riverbeds for sand, gravel, pebbles have been rampant across the country increasingly damaging India’s rivers. The incidents of illegal sand mining, mafias, administrative actions & inactions, govt policies and court cases are routinely covered by the media. However the irreversible impacts of destructive riverbed mining operations on fresh water species and river eco-system are little understood, least explored, rarely covered by media and fails to attract the required attention from govts, judiciary and public at large.

To some extent, we have been monitoring and highlighting the loop holes in sand mining governance. As part of our annual overview, in 2022 we have complied this separate report underlining the adverse impacts of riverbed mining on rivers and on aquatic life, fresh water species including endangered gharials, dolphins, turtles, fish etc.
