ASSAM: NEEPCO a repeat offender? On July 27, 2018 sudden release of water from NEEPCO’s Doyang Hydropower Electric Project (HEP), located in Wokha district, Nagaland led to flood disaster [1], submerging [2] about 36 villages in Golaghat a district in Upper Assam. According to Rony Rajkumar, project officer of the Golaghat district disaster management authority, around 5,575 people were affected by the deluge which damaged 887.9 ha of crop.

Earlier, on July 11, 2018, reviewing the severe flood situation Lakhimpur Assam, the Chief Minister (CM) Sarbananda Sonowal strongly warned [3] the state-owned power utility NEEPCO not to release water from its Ranganadi dam without warning like previous years.

DRP News Bulletin 28 May 2018 (Survival of Biodiversity Habitats, Must for Ganga River Rejuvenation)

On occasion of International Day for Biodiversity May 22, 2018, the Union Minister for Water Resources, River Development and Ganga Rejuvenation Nitin Gadkari released the report on “Status of Conservation of Select Aquatic Species” in river Ganga in New Delhi . The celebrations have been organised to mark the 25 years of coming into force of the Convention on Biological Diversity. He also inaugurated a day-long workshop organized by World Wildlife Fund (WWF) on the theme “Ganga and its Biodiversity: Developing a Road Map for Habitat and Species Conservation”.

A database of Ganga Praharis’, a self-motivated cadre, being created by Wildlife Institute of India (WII) was also launched by the Minister. Shri U.P. Singh, Secretary, Ministry of Water Resources, River Development and Ganga Rejuvenation said: “Ganga still has about 2,000 aquatic species.” He also pointed out that both aviralta and nirmalta of river Ganga are important and the government is committed to achieve both.

Subject: Submission related to Chenab River and Lahaul Valley in context of EC for 430 MW Reoli Dugli project

Dear Chairperson,

We have read reports that the expert appraisal committee (EAC) on river valley and hydel projects of the Ministry of Environment has decided “not to take any cognizance of representations” received by its members since such representations are ‘anti-development’. The article appearing in Indian Express on January 14, 2017 stated, “In its December 30 meeting, the committee concluded that once a project proposal reaches the EAC for appraisal, it has crossed the stage of public consultation and “the EAC should not go back in time, and should not reopen it, by entertaining unsubstantiated representations received from the people”.
