The rising numbers and intensity of western disturbances (WDs) in pre-monsoon months are causing excessive but short rainfall spells across the country particularly in the Himalayan states. These events are then resulting in sudden flash floods and taking a huge toll on human life and public infrastructure. However, the specific monitoring and warning services for such disasters by the Central Water Commission (CWC) & Indian Meteorological Department (IMD) are largely unavailable as these agencies are mainly forecasting floods during the monsoon.

May 2024: Chanju III HEP in Chamba-HP: Rockfall Incident Kills 1; Injures 2

A rockfall incident at weir site of Chanju III Hydro Electric Project (HEP) site in Chamba district of Himachal Pradesh has left one worker dead and two injured[i]. The incident occurred in afternoon on May 3, 2024 when several workers were working on the weir site of the project.
Suddenly rock pieces started falling on them from uphill portion creating panic among the workers. They had to run for the shelter to save their lives. However, one worker was severely hit by the stones and two others got injured while looking for safety cover.

A snow avalanche has killed three workers of under construction Selti-Masrang hydroelectric power (HEP) project in Kinnaur district of Himachal Pradesh. The incident occurred in after noon hours reportedly around 01:00 pm on March 11, 2024.
The 24 Mw project is being built by Hyderabad based Ramesh Hydro Power Private Limited on Wangar khad, a tributary of Sutlej River near Kafnu village panchayat in Bhaba valley of the district. The basic information about the project can be seen here. A forest land of 4.75 ha was diverted for the project wide permission given in May 2013. In 2016, 0.64 ha more forest land was applied for. The project cost then in 2016 was Rs 154. 27 cr.

Abstract: While Uttarakhand is vulnerable to disasters, climate change is increasing these vulnerabilities. Major human interventions like hydropower projects and highways implemented without an informed or democratic decision-making process act as force multipliers during such disasters. The violations of legal and other prudent norms in their implementation further increase the damages. The absence of necessary monitoring, early warning systems and the overall disaster management system add another layer of damages during the disasters. The lack of the ability to learn lessons from disasters and lack of any accountability ensures the perpetuation of the situation.

These are rather ominous signs. As per the latest reservoir storage bulletin of Central Water Commission dated May 14, 2020, the 123 reservoirs monitored by CWC has massive, 64.6 BCM (Billion Cubic Meters) in live storage capacity, which is about 165% of the capacity on same date last year and average of last ten years, even as monsoon is just weeks away. Most dams known to create DAM INDUCED FLOODS in the past, including Bhakra dams (we wrote about it earlier this month: https://sandrp.in/2020/05/07/are-we-ready-to-use-more-water-from-snow-melt-in-indus-basin-this-year/), Narmada dams, Odisha and W Bengal dams (Cyclone AMPHAN is going to bring a lot of water here in next few days, even before the monsoon), Krishna basin dams, Cauvery basin dams, Bansagar and Gandhi Sagar Dams, and Kerala dams among others. All these dams have above average storage situation.
