DRP NB 010424: As Krishna basin faces drought and scarcity, water diverted from the basin to Konkan

Large parts of South India, including Maharashtra are facing depleted reservoir levels with the beginning of summer and water scarcity. However, the Krishna Bheema basin, the second largest basin of peninsular India, is diverting water to outside the basin to Konkan. The Krishna Bheema basin has the largest live storages of Maharashtra in Koyna dam (1347.5 MCM) and Tata dams (617.67 MCM), but the water in those storages won’t be available to the drought hit residents of Krishna basin in water scarce Maharashtra, Karnataka, Telangana and Andhra Pradesh.

This is because Koyna and Tata dams divert the water from Krishna Bheema basins to Konkan for power generation. Even in March, according to Maharashtra Load Dispatch Centre, Koyna had generated 128.87 Million Units (MU) of power and Tata Dams had generated 130.47 MU, both by March 30. This implies diversion of millions of Cubic meters of water from Koyna and Tata Dams during March 2024, which mostly gone down from Konkan to Arabian sea.

DRP NB 190224: NBWL decision of no clearance without compliance of previous projects

The decision of National Board of Wild Life (NBWL) not to clear any projects affecting wildlife areas till there is compliance certificate from previous such projects is certainly welcome, was long overdue. We hope NBWL comes out with clearly defined norms for implementing this decision and also implements the decision in letter and spirit. Needless to add, the compliance certificate must come through an independent assessment done by a body that involves no conflict of interest and has independent track record.

Unfortunately, the news this week that NBWL has given green light to the Jamrani Dam in Uttarakhand without a clearance from National Tiger Conservation Authority (NTCA) is a significant dampener. Similarly, the past track record of NBWL, including the way it gave clearance to Ken Betwa River Link Project does not inspire too much confidence that NBWL is serious about this.

2023: Incidents of Dam Induced Floods in India

In this third annual overview on dams and hydro power projects, we have compiled the reports on flood disasters caused by unscientific or improper operation of dams, hydro and barrage projects in India in 2023. The report highlights criminal negligence by SSNNL and BBMP resulting in massive flood destruction in parts of Himachal Pradesh, Punjab, Gujarat and Madhya Pradesh.

Similarly, the sudden discharges from hydro power dams in Assam, Himachal and Uttarakhand have caused flash flood deluge damaging human properties along the respective rivers. The report also covers some incidents of barrage induced flood events along Ganga in Uttar Pradesh and along Yamuna in Delhi. 2023: EAC & FAC Decisions on Dams, Hydro, Irrigation Projects

This annual overview examines minutes of meetings held by Expert Appraisal Committee (EAC) for River Valley and Hydropower Projects between 15 December 2022 and 24 November 2023 for consideration of Dams, Hydroelectric Power (HEP), Pumped Storage Hydro Projects (PSP) and Irrigation related proposals seeking Terms of Reference (TOR) and Environment Clearance (EC) approvals. The report further analysis various water projects related proposals considered by the Forest Appraisal Committee (FAC) between 27 December 2022 and 18 December 2023 for Forest Clearances (FC).

DRP NB 181223: Varanasi’s illegal tent city inaugurated by Prime Minister in Jan 2023

While the NGT putting a stay on the Varanasi Tent city and imposing a fine of Rs 25000 on MoEF for not responding to NGT about how the turtle sanctuary was denotified is welcome, we hope NGT takes it to its logical conclusion. It is strange, to say the least to see the NMCG telling NGT through its one page report dated Dec 13 2023 that the Varanasi Development Authority proposal dated Nov 28 2023 for tent city is under consideration! The Tent city companies were fined by NGT, but UP PCB is yet to do anything to collect the fine. Most interestingly, the Prime Minister, no less, inaugurated the tent city project on January 13 2023, over 11 months back! And very shockingly, none of the National Media is even reporting this remarkable situation.

SANDRP has compiled Highest Flood Level (HFL) breach incidents, which includes 2 incidents in June, 34 in July, 17 in August, 22 in September 2023. 18 high flood levels breached in Western India in Sept. 2023

Several of Narmada basin districts in Madhya Pradesh have witnessed heavy to very heavy rainfall spells between September 14 to 16, 2023 resulting in severe flood situation along the river in Madhya Pradesh and Gujarat and resultantly leading to breaching of Highest Flood Level (HFL) at 13 sites in Narmada Basin alone. Similarly, there have been at least 5 more HFL breaches during the same period in western India.

DRP NB 180923: Floodplain loss, the biggest in Asia, disaster in the making

A floodplain, according to the US Federal Emergency Management Agency, is “any land area susceptible to being inundated by floodwaters from any source”. According to the report “Human alterations of the global floodplains 1992–2019”, over 460,000 sqkms of floodplain area was lost to agriculture, while another 140,000 sqkms was redeveloped to new areas over the existing floodplain. Continent-wise, Asia lost the biggest area of floodplains — a little over 200,000 sqkms — among all the continents. It was followed by South America (92,000 sqkms) and Africa (73,000 sqkms).

Unaccountable Sardar Sarovar operators again bring avoidable floods in downstream Gujarat

Late, lethargic and unaccountable actions of Sardar Sarovar Project (SSP) Dam operators have once again contributed to huge and largely avoidable downstream floods in Gujarat. The water level at Golden Bridge in Bharuch is approaching HFL (Highest Flood Level) today on Sept 17, 2023, but these floods could have been significantly lower and much less disastrous both for SSP upstream and downstream areas if SSP authorities had taken action earlier based on actionable information available and based on sound reservoir operation principles of following a rule curve.

Rivers Crossing Highest Flood Levels in India in August 2023

Though August 2023 has turned out to be hottest and driest month in a century; the first half the month has seen extreme flood events happening in North, North East and Central zones of the country causing breach in the highest flood level (HFL) at least at 17 flood monitoring sites being managed by Central Water Commission (CWC). These sites are in Ganga, Narmada and Brahmaputra basins.

There are some sites where HFL has been breached in June and July 2023 also and peak flood level of these sites is given below the peak levels attained in August 2023. The details of 2 sites breaching HFLs in June 2023 & 38 sites in July 2023 can be seen by clicking on respective hyperlinks.
