DRP NB 020924: HYDRA to protect water bodies in Hyderabad – a landmark move?

The Hyderabad Disaster Response and Asset Monitoring and Protection Agency, or Hydra was established under GO 99, dated July 19 2024. A task the agency has taken up in all seriousness is protection of water bodies in the Hyderabad Capital Region (it includes 4 districts). To begin with it has started demolition of buildings illegally built inside the Full Tank Area (FTL) and Buffer area of the water bodies.

In July, Telangana Chief Minister Revanth Reddy replaced the Enforcement, Vigilance and Disaster Management (EVDM) wing of the government with Hydra, a body mandated to tackle illegal encroachment on water bodies in the Greater Hyderabad Municipal Corporation (GHMC) limits and surrounding areas. Its strength was upgraded from around 800 to 2,200 and its officials came directly under the principal secretary, municipal administration and urban development or the CM himself. “Hydra will also ensure the protection of water bodies in and around Hyderabad,” former EVDM commissioner and Hydra chief A V Ranganath said during its inception.

DRP NB 260824: Urban flooding plan welcome, Urban Water Sector needs attention

The Union Government plan to spend Rs 2517 Cr in 2 years in seven metro cities to mitigate floods is certainly welcome announcement. The key component of the plan, conservation and improving capacity of urban water bodies is noteworthy along with storm water drainage. Does it mean that the River Front Development projects that actually reduce the flood carrying capacity of the rivers will be closed, since one does not expect govt to be working at cross purposes in different schemes.

In fact, Urban Water Sector as a whole needs attention with National Urban Water Policy as a first step. This is because the groundwater aquifers that are fast being emptied out, can be least cost option for storing the excess rain water, serving the purpose of reducing storm water drainage load and also improving water conservation. There is huge scope for this in all the seven metros listed in the scheme as also in many other cities.

Uttar Pradesh Yamuna Aug 2024: NGT Com Finds Sand Mining Rules Violated

A joint committee formed by the National Green Tribunal (NGT) Delhi has found gross violations of several rules in a sand mining project on Yamuna river in Shamli district of Uttar Pradesh. The joint committee was formed by principal bench on NGT comprising Justice Prakash Shrivastava, Chairperson, Justice Arun Kumar Tyagi and Justice Dr. A. Senthil Vel on May 13, 2024, to ascertain the correct factual position through ground visit while hearing a petition filed by local resident Farukh Chouhan.

DRP NB 190824: Goa River group win important battle against illegal sand mining

This is indeed a rare and important victory by Goa River Sand Protectors’ Network (GRSPN) in their long fight against illegal river sand mining in Goa. Following a petition in the National Green Tribunal the state government has agreed to recall all the environment clearances granted by the State Environment Impact Assessment Authority.

Goa government has agreed since these clearances were given without a District Survey Report (DSR) as required under the sustainable sand mining guidelines of MoEF. While this may sound like a temporary respite based on some technical violation, the fact is most sand mining clearances across India are given without a credible DSR, but it has not been possible to stop such violations elsewhere.

DRP NB 120824: Chalakudy community demand Prudent Dam Management Plan

One of the heartening development this week is from Kerala, where Chalakudy river community held a satyagraha to demand proper integrated dam management plan in the Chalakudy River basin to minimize flood risks. It is rather rare that communities come out for such a demand. It was also great to see that the satyagraha was supported by Chalakudy Puzha Samrakshan Samiti, Chalakudy municipal chairman and also environmentalists.

The satyagraha in fact had specific demand for each of the dams included in the Paramibikulam Aliyar Project, including in Kerala and upstream Tamil Nadu. We hope the Kerala government positively responds to these demands at the earliest.

We have been narrating stories related to disaster at such projects regularly in the past too.

It is rather rare when we find anything in media about celebrating our monsoons. We find this week more than one piece about such celebration in various ways including through creating works like Bollywood songs and poetry in various languages of India.

In a detailed article famous Bollywood related author Jerry Pinto writes about the fascinating Bollywood songs related to monsoon and their picturization. He writes that the great tradition seems to be fading out, but hopefully that will not be the case. Incidentally the article should have mentioned the name of one of the best lyricist, author and film maker, Gulzar, who has shown more love for monsoon that possibly anyone else in Bollywood.

Himachal Pradesh: Damages at Luhri-I HEP Reveals Loopholes in Dam Safety Act

The controversial under construction Luhri Hydroelectric Project (HEP) Stage-I is being developed by Sutlej Jal Vidyut Nigam Limited (SJVNL) on Sutlej river near village Nirath village in Shimla and Kullu districts of Himachal Pradesh. The 210 MW HEP involves construction of an 80 m high concrete gravity dam with six bay gated spillways, a 567 m long horse shoe shaped diversion tunnel, two coffer dams, a surface power house, intake structure and penstocks among other parts.

The project would require 149.07 ha land including of 98.10 ha forest land and 50.97 ha private land. The project dam would create 6 km long reservoir area submerging 100.23 ha of land comprising of 63.52 ha of forest and 36.7 ha of private land. 39.47 ha of the submergence area is riverbed land.

The sequence of events over the last two decades that ended this week with white paper on Polavaram project being released by the newly elected Andhra Pradesh govt underlines urgent need for an independent assessment of the multi-state Polavaram Project on Godavari River in Andhra Pradesh.

The story of the project similar to, though a bit longer than that of the ill-fated Kaleshwaram Project of the neighbor Telugu speaking state of Telangana. Both are ill-conceived, expensive, high impact projects on same Godavari River, both taken forward without sufficient studies and implemented without sufficient checks and balances.

DRP NB 170624: Sardar Sarovar Power House to operate to reduce Dam Water level in anticipation of surplus rains: Welcome, but…

The news this week that SSNNL has decided to operate the 1200 MW River Bed Power House and the 250 MW Canal Head Power house to reduce the water level in Dam from 122.28 meters on June 14 to around 115 m before the monsoon inflows start, in anticipation of the above average rainfall anticipated during SW Monsoon 2024 is welcome. One hopes this is sign of SSNNL, Gujarat Government and the Narmada Control Authority have learnt some lessons after the avoidable flood disasters brought by SSP in 2023 and earlier in 2019 and 2020, as revealed by SANDRP’s analysis in each of these years.

One hopes this is not just one-off ad-hoc decisions, but part of a systemic change. This will require an integrated basin level reservoir operation policy including all the major dams of the Narmada Valley and put it out in public domain along with clearly defined Standard Operating Procedure, and names of the responsible officials for each of such major dam in the basin. The Central Water Commission will also need to be held accountable for its flood forecasting including the 7-day advance forecasts.
