DRP 061123: Dam Disasters bring focus on Dam Safety Governance in India

Is the Dam Safety Panel (DSP) report dated Nov 1 2023 on Medigadda barrage on Gadavari in Telangana, a self-indictment of the Dam Safety Mechanism in India?

The report concludes: “it is construed that the I&CAD (Irrigation and Command Area Development) Dept. has nothing to submit about instrumentation data, pre-monsoon &post monsoon inspection reports, completion reports, quality control reports, condition of gates and many other inputs sought in the list therein”.

How and why did the NDSA (National Dam Safety Authority) allow such a state of affairs to continue for such an important dam that has huge implications for life and economy as the report itself says? What steps did the NDSA take before this disaster struck to ensure that all these basic dam safety measures were indeed in place and functioning? What is NDSA doing to ensure that all such basic steps and measures are in place at all the large dams in India? What did NDSA do to ensure that this dam, important from the point of view of life and economy, was also listed in CWC’s National Register of Large Dams? What has NDSA done to ensure that CWC’s National Register is indeed updated every year with inclusion of all large dams of India (Large dam as per its definition) and all their salient features? What has NDSA done to ensure that all Dam Safety information is in public domain promptly?

DRP 301023: Top scientist Rajeev Raghavan emphasizes need to conserve River Fish

It is rather rare when we hear the sane voice of a scientist like Rajeev Raghavan neglect of riverine fish conservation in India, from government, research bodies to down to grassroots level. Rajeev Raghavan, incidentally is among the 2% top scientists of the world by the Stanford University, USA. The over emphasis on fish in food, on marine fish, on exotic fish that has such a huge adverse impact on our biodiversity and lack of effort towards conservation of riverine fish are some of the key issues Raghavan emphasizes in this interview. He says most of the fish in the IUCN red list are riverine fish and yet there is so little understanding or effort to conserve such fish or their habitat.

If we see the discussions in the minutes of the meetings of the MoEF’s Expert Appraisal Committee on River Valley Projects in spite of there being permanent presence of a representative of Central Inland Fisheries Research Institute, we see non-existence of any concerns about the impact of the project in riverine fisheries or those who are dependent on them for livelihoods. In fact, we see the shocking spectacle of CIFRI scientists working as consultants to the hydropower companies, working to justify such projects on the highly biodiverse rivers including those of North East India.

DRP 091023: MoEF Panel concerned about impacts of Small Hydro

The Forest Advisory Committee of Union Ministry of Environment and Forests (MoEF) have rightly raised concerns about the impacts of so called small hydropower projects, that is hydropower projects with capacity below 25 MW. The MoEF assumes, following such unknown science or logic, that such projects have no environment and social impacts, they do not need environment and social impact assessments or management plan, they do not need any public consultation process, they do not need any monitoring or compliance and most significantly, they do not even need any clearances! A more unscientific thinking of the govt of India’s top environmental body would be difficult to find.

DRP 021023: Why this culture of opaque governance around Joshimath?

It is clear that the Union and the Uttarakhand government did not want the reports prepared by different national institutes related to Joshimath Sinking, to be made public and the state High Court had to order it to do so. The government’s view of the report is clear from that. It took the judiciary so many months to finally order the report to be made public. What is it that the government wanted to hide? Why? From whom? Why is there this culture of opaque governance even in disaster management related issues? Is it growth fundamentalism that is driving the government as the single most factor? Or is it the arrogance and adamant attitude of the governance, not wanting to consider any questions raised against their decisions? Why is there so little faith in the people, society and transparent, accountable governance? Why is the judiciary allowing such a culture to prevail generally?

These are some of the key questions that arise from this and other such episodes.

DRP 110923: Another independent institution-CEC destroyed

The Govt of India’s Sept 5 2023 notification reconstituting the Central Empowered Committee completely destroys the independent nature of this institution of accountability and course correction. This institution, set up by the Supreme Court in 2002 and reconstituted in 2008, worked as eyes and ears of the Supreme Court on environmental issues. The new committee has no independent members, it will be constituted by the MoEF, MoEF itself has such an abysmally poor track record.

The notification, reports said, diluted the CEC’s autonomy on four key counts: the committee will report to the ministry, instead of the SC; the ministry will pick all the members and the SC will have no role in the process; the ministry, and not the court, will fund the committee; the provision of having two NGOs in the committee has been done away with.

DRP 04092023: Will National Ganga Mission too fail to clean up Ganga?

More than 7 years have passed since the central government launched Rs. 20, 000 crores Namami Gange Programme in May 2015 replacing Ganga Action Plan (GAP) and created National Mission for Clean Ganga (NMCG) a nodal agency to implement the programme.

The NMCG has already missed the target of cleaning the Ganga by 2019 and then by 2020 due to improper planning and Detailed Project Reports (DPRs) as accepted by G. Asok Kumar, Director General (DG), NMCG in an interview to The Week in January 2023 further extending the target to 2026.

Though Namami Gange aimed to adopt a basin wise approach with focus on e-flows, afforestation, revival of tributaries, biodiversity conservation in participatory manner; so far it has extensively worked on creation of sewage treatment infrastructures in the states along the main stem of the river.

Despite that the ground situation is far from improving as shown in the The Hindu report below which reveals that about 80 percent of the overall budget is being spent on sewage infrastructure creation and by 2026, the treatment plants capacity would be able to treat at the most 60 percent of sewage generated only along the main stem of the Ganga river.

DRP 140823: A year after Karam dam disaster: people suffer, engineer set free, contractor building more dams

It was on Aug 13, 2022, a year ago when the Karam dam wall in Dhar district in Madhya Pradesh started leaking water. Two days later it collapsed. The people who suffered during the disaster continue to suffer. The engineers who were supposed to ensure proper construction of the dam, following all the norms, did not do that, were supposed to be suspended, but got reinstated elsewhere. They kept quiet in the courts. The black listed contractor continues to build more dams.

A clearer evidence of the nexus that supports unwanted, destructive, costly, corruption ridden and disastrous dams would be difficult to find. As the destruction due to dams and such other unaccountable infrastructure development plays out in Himachal Pradesh & elsewhere this year, the nexus that thrives on opaque, unaccountable and non-participatory governance continues to happily grow even as the changing rainfall patterns bring greater disasters before our eyes.

DRP 050623: Manoj Misra, a True River Warrior Is No More, Salutes to Manoj ji!

As we mark the World Environment Day 2023; India has lost one of the staunch river crusader Manoj Misra, the convener of Yamuna Jiye Abhiyan (YJA). He has been driving force behind formation and functioning of India Rivers Forum (IRF) a platform dedicated for the rejuvenation and restoration of rivers in India. IRF work started in 2014 and 2023 is the tenth year of annual India Rivers Week meetings focused on rivers. Bhagirath Prayas Samman and Anupam Mishra Medal for exemplary media work on rivers are part of India Rivers Week.

He was hospitalized for over a month due to COVID & related complications and breathed his last on June 4, 2023 afternoon in Bhopal, Madhya Pradesh. His sudden demise is a great loss for all river lovers, experts, activists in the country. Down to Earth, resourceful, open-minded, academician, people’s rivers scientist are few words but not enough to describe the personality of Manoj Misra.

As we await the onset of South West Monsoon 2023, we would like to highlight the water options stories in lead story here, that includes examples from Ladakh, Madhya Pradesh, Rajasthan, Gujarat, Chennai, among others. It is important to remember these as we need to be ready to welcome and nourish the coming annual bounty that monsoon brings.

It also reminds us the fascination our poets have for this season, particularly the wonderment that Gulzar keeps expressing. In this one of his non filmy poetry “Baarish” he warns:

“Mujhko ye fikr, ke is baar bhi sailab ka paani…

Kud ke utrega kohsahr se jab..

tod ke le jayega ye kachhe kinaare..”

DRP 170423:Forecast of Indian SW Monsoon & definition of normal monsoon

The India Meteorological Department (IMD) has on April 11, 2023 forecast that rainfall at national level in four months of June-Sept 2023 Southwest Monsoon will be 96% of Long Period Average (LPA). IMD considers Indian Monsoon rainfall as normal based on just one parameter of total rainfall in these four months at national level is between 96% and 104% of LPA, with model error of +/- 5%. This raises large number of questions as media has rightly raised post the IMD announcement.

Firstly, in a strange turn of events, on April 12, an update jointly by US weather agencies under the National Oceanic & Atmospheric Administration (NOAA), contradicted a number of assumptions of IMD the previous day, including the period when El Nino will become active and probability of it being a strong event, both of which have a strong bearing on the Indian Monsoon in an adverse way. So the first question that arises is, did the IMD not have the benefit of the observations on April 11 based on which NOAA made the forecast very next day? Or was it an attempt at providing an unjustified feel good monsoon forecast? This question arises as in the past too questions have been raised about such attempts by IMD. This question also becomes important as only a day or two before IMD’s forecast, private forecaster had predicted that monsoon rainfall is likely to be deficient and not normal.
