2025: Govts, Judiciary Actions on Dam Safety in India

At national level, the NDSA has carried safety audit of 1853 large dams out of 6545 as of Nov. 25, 2025. In July 2025, the Central govt announced to reconstitute NCDS for a period of three years. Before this the NDSA in April 2025 organized a symposium on Dam Safety Act 2021. It has also released the updated version of National Register on Specified Dams 2025. At state level, the Tamil Nadu govt in July 2025 has planned to set up separate dam safety wing. The Punjab govt in May 2025 moved resolution in state assembly to annul Dam Safety Act and planned to enact its own dam safety bill.

2025: Dam Safety Issues in India

This annual overview presents top ten reports highlighting the dam safety issues in India. Worryingly, the central govt in Oct. 2025 itself has revealed that safety audit of about 5000 large dams is pending. Before this, the NHRC in Feb. 2025 sought a report on safety of the dams across the country. The plea rightly demanded a transparent, accountable and participatory dam safety mechanism to prevent disasters. Indeed, the aging infrastructure, inadequate maintenance, slow progress of rehabilitation and fast changing climate are among the key issues putting our dams under threats.

2025: Dam Induced Flood Incidents in India

India has witnessed several incidents of dam induced floods during south west monsoon 2025. The most remarkable and devastating episode unfolded in Punjab and Himachal Pradesh states in August 2025 largely due to mismanagement of Bhakra, Pong and Ranjit Sagar dams by BBMB. While negligence of BBMB has invited FIRs in Himachal Pradesh, warnings by Punjab govt and petition in NGT, there is no report in public domain suggesting the authority taking any credible action to make its dam operation scientific and accountable after the disaster.

One of the key issues that comes up from the reports this week is regarding Punjab and Himachal Pradesh having greater say in operation of Bhakra and Pong dams during the monsoon. Particularly since when these dams are mismanaged as it happened once again during the SW Monsoon 2025, leading to the dams contributing to worsening the flood disaster in Punjab. The demand is legitimate, considering that these two states are the ones that will be positively or negatively affected when the Bhakra and Pong dams are properly or improperly operated during monsoon.

Punjab Floods 2025: Role of Bhakra, Pong and Ranjit Sagar Dams

Every dam can potentially help moderate floods to some extent in the downstream area. This is possible only when the dam is operated with that objective in mind. However, when the dam is NOT operated with that objective and is filled up as soon as there is water available, the same dam can in fact bring avoidable flood disaster in the downstream area.

This is exactly what has happened in Punjab ONCE AGAIN during the 2025 SW Monsoon. This has happened on numerous occasions in the past including in 1978, 1988 and 2023, for example.

DRP 010925: Punjab floods need independent inquiry

It is clear from the following details that the massive floods that Punjab experienced and parts continue to experience even now has a lot to do with the way Bhakra, Pong and Ranjit Sagar dams were operated. There was sufficient actionable information that was available to take advance water release action. Had these actions been taken, the proportions of the disaster could have been reduced. The risk of further floods remains considering the IMD forecast of heavy rains in catchments of these dams during the remaining weeks of SW Monsoon 2025.

Landscape of Himalayas is known to be vulnerable to landslides, mudslips, cloudbursts, flash-floods, GLOFs, erosion, seismicity and floods. DRP 250825: Threat of Dam Floods continue to be ignored

Sudden release of large quantity of water from the dams has the potential of creating avoidable floods in the downstream areas as we could see last week in case of Ukai Dam water releases affecting Surat in South Gujarat, Ujani and Jayakwadi dam water releases in Maharashtra, Bhakra and Pong dam releases in Punjab and Himachal Pradesh, among others. In all these cases, we can show that earlier water release was warranted based on available information, considering the carrying capacity of the downstream river, but such action was delayed till either the dam was full before water started (e.g. Ujani and Jayakwadi) or too large water releases created avoidable flood impacts in case of Ukai Dam on Tapi River in South Gujarat and also in case of Bhakra and Pong dams. There were also extensive damages in Mirzapur and Chandauli districts of Uttar Pradesh due to sudden release of water from a number of dams including Chandra Prabha Dam, Ahraura dam and Jargo Dam among others.

2023: Incidents of Dam Induced Floods in India

In this third annual overview on dams and hydro power projects, we have compiled the reports on flood disasters caused by unscientific or improper operation of dams, hydro and barrage projects in India in 2023. The report highlights criminal negligence by SSNNL and BBMP resulting in massive flood destruction in parts of Himachal Pradesh, Punjab, Gujarat and Madhya Pradesh.

Similarly, the sudden discharges from hydro power dams in Assam, Himachal and Uttarakhand have caused flash flood deluge damaging human properties along the respective rivers. The report also covers some incidents of barrage induced flood events along Ganga in Uttar Pradesh and along Yamuna in Delhi.
